ARTICLE II — OWNERSHIP

Section 2 — Annual Dues: The league entry fee will increase by USD 10 per year for five (5) years starting in 2020. 

2021: $120 

2022: $130 

2023: $140 

2024: $150 

2025 - 2028: $150 

2029: $200 


ARTICLE VIII – PLAYOFFS

Section 2 – Qualifying Franchises: The five (5) post-season participants are based on the following eligibility:

(1)  Conference champion of Blue Conference

(2) Conference champion of Red Conference

(3)  Conference champion of Black Conference

(4)  Wildcard team with most Total Points during the regular season*

(5)  Wildcard Team with best remaining win-loss-tie^

 

Section 2.1. (a) - *Wildcard clarification:  The team with the most Total Points of the remaining nine (9) teams that do not win their conference will earn the fourth-seed in the playoff bracket.  

 

Section 2.1. (a)(i) - ^Wildcard clarification:  The team with the best win-loss-tie record of the remaining eight teams (8) teams that do not win their conference will earn the fifth-seed in the playoff bracket

 

Section 2.2 - Wildcard tiebreakers: If two or more teams finish the regular season tied in total points. Tie-breaker is as follows; 

Two Way Tie: Head to Head, Points, Conference Win %, Non-Conference Win %

3 or More-way Tie: Points, Conference Win %, Non-Conference Win % (even if H2H works Points will determine the tie breaker.)


Section 3 – Conference Ties: If, at the end of the season, two or more clubs in the same conference finish with the best won-lost-tied percentage, the following will be used to break any ties:

Two Way Tie: Head to Head, Points, Conference Win %, Non-Conference Win %

3 or More-way Tie: Points, Conference Win %, Non-Conference Win % (even if H2H works Points will determine the tie breaker.)


Section 4 – First Round: In the first round (WK15), Teams seeded 4th and 5th will compete in the play-in round of the playoffs. The conference champions will earn a bye-week. 


Section 4.1 – First Round Tie: If following week 15 the two teams competing in the consolation match are deadlock in a tie, total points will decide the winner.


Section 5 – Final Four: In the second round (WK16), the remaining teams (3 conference champions & one wildcard, winner of WK15) will be reseeded based on record then total points. The one-seed will play the four-seed, and the two-seed will play the three-seed. 


Section 5.1 – Final Four Tie: If following week 16 the two teams competing in the consolation match are deadlock in a tie, total points will decide the winner.


Section 6 – Championship: The winners of each game from the second round (WK16) will compete in the League's Championship. The first-round match-up losers will compete in the consolation game.

 

Section 6.1 – Championship Game Tie: If following week 17 the two teams competing for the WFFL title are deadlock in a tie, the match-up will continue into Week 18 with the total points of both weeks combined as the determining factor. If after week 17 and week 18 the Championship game remains tied, Total points will decide the winner.


ARTICLE X - DRAFT

Section 3 – Draft Lottery:

Tier Two:

4: Consolation playoff game loser 20%

5: 20%

6: 20%

7: 20%

8: 20%


Tier One:

9: 10%

10: 20%

11: 30%

ARTICLE XI — FRANCHISE PLAYER RIGHTS

Section 1 – Keepers: Each Franchise shall be permitted to designate three (3) of their players who would otherwise be an Unrestricted Free Agent as a Keeper each season before the annual Draft. Each franchise is permitted three (3) keepers per year under the following term limits;

 

Section 1.1 - Franchise Keepers: Designate one (1) player that can be kept indefinitely. If the Franchise Tag is removed, that player can no longer be kept and returns to the draft pool. Once a player is designated as a Franchise player they cannot be designated under the Transition Tag or Draft Value.

 

Section 1.2 - Transition Keeper: Designate one (1) player that can be kept three (3) seasons with no draft capital forfeiture. Following three (3) seasons; the Transition Tagged player must be designated under the Franchise Tag, returned to the draft pool, or lock as a Transition Player under the following;

(1.2.ii) - A Transition Tag can be designated as a Franchise Tag within the original three-year clock.

(1.2.ii)- A Transition Tag cannot be designated as a Draft Value Tag within the original three-year clock. 

 

Section 1.3 - Draft Value Keeper: One player shall be kept under forfeiture of draft pick based on the previous year's draft slot.

(1.3.ii) - A player may be kept for continuous years under the Draft Value Designation

(1.3.iii) - The original draft slotting will increase five (5) rounds each year until the value equals a first-round selection.

(1.3.iv) - Once a Draft Value player reaches 1st round value, the organization must designate that player under the Franchise or Transition Tag or be returned to the draft pool.

(1.3.a.iv) - An organization can keep their first-round selection from the previous Draft under Draft Value for one (1) season before re-designation. 

(1.3.v) - A Draft Value player can be designated as a Franchise or Transition Keeper

(1.3.vi) - Any player acquired from waivers that have no draft value will hold a 10th round value. 

 

Section 2 - Reserve Keeper: The reserve Keeper is in place to protect clubs against season-ending injuries, holdouts, suspensions equal to or greater than (3) games, or violations of the League's Code of Conduct during training camp, the preseason, and/or before the Draft. Reserves can be activated and used in place of a selected keeper if; a designated keeper is placed on season-ending injured reserve, holds out, suspended for 3-games or more, or violates the League's Code of Conduct before the WFFL Live Draft.

 

Section 2.1 - Reserve Keepers Petition: An Owner can petition the League to activate a reserve Keeper over a designated Keeper on merits not outlined in Section 2 of Article XIII through the to a quorum of all eleven (11) remaining Owners. Reasons must maintain the integrity of the Wisconsin Fantasy Football League and can only pass with a majority vote of seven (7) Owners in favor. Keepers will lock two (2) days before the Go Hard Cup.

 

Section 3 - Trading Tagged Players: Players who carry a designation may be traded during the season only and must be under the following; 

 

Section 3.1 - Draft Value: A player acquired through trade with a Draft Value (DV) designation will retain their current DV and uphold the Draft Value Keeper rules outlined in Section 1.3.

 

Section 3.2 - Transition Tag: A player acquired through trade that carries a Transition Tag will carry over the current remaining years left on the designation. No extensions of the remaining service shall be made. The player will retain the transition designation until the designation is escalated to a Franchise Tag or the player returns to the draft pool. 

 

Section 3.3 - Franchise Tag: A player acquired through trade that carries a Franchise Tag will carry this designation throughout the season. A designation cannot be reassigned and the player acquired through trade or the team's current franchise designated player will have to be released following the completion of the season. 

 

Section 3.4: Exemption: During the season a team may acquire and carry more than 1 of the following designations on their roster; Franchise, Transition, or Draft Value. It will be allowed because the player(s) were acquired in good faith & maintain the integrity of the League. Following the completion of the season, each team will return to the three-keeper designation format outlined in Article VIII.

 

Section 4 - Keeper Calendar: 

(4.i) - Each Franchise will submit three (3) keepers with designation to the Commissioner no later than the Saturday Morning before the Annual Draft.

(4.iii) - The keepers will lock one (1) hour before the Draft allowing for teams to react to potential issues listed in Section 2 of this article. 

 

ARTICLE XII — TRADE SYSTEM

Section 1 - Trade Fees:  

- 1st Round Capital: $15

- 2nd Round Capital: $12

- 3rd Round Capital: $9

- 4th through 6th Round Capital: $6 

- 7th through 14th Round Capital: $3 

 

- Player Value: $3 per player 

- Trading Draft Rights during the Draft: $6 per team 

 

Section 2 - Trade Rules & Deadline

(2.i) - There is no limit to the number of trades or trades fees a team can make during the season. 

(2.ii) - The WFFL trade deadline is following the completion of week 11 and prior to the start of week 12. The day will fall on that Wednesday or Friday prior to week 12 pending the start of the NFL season. 

 

Section 2.1 - Trade Rules - Draft Rights 

At no time can a Franchise possess more than the following;

- Three (3) 1st round draft selections

- Three (3) 2nd/3rd/4th round draft selections

- Four (4) 5th-14th round draft selections

 

Section 2.2 - Gremlin Tax 

Any team that deals will RFMD, will pay their agreed-upon portion of the trade set by Section 1. The Gremlin Tax is an additional 25% rounded up to the nearest whole dollar.

 

Section 2.2.i - River Falls cannot pay the accrued tax on behalf of the trade partner(s) 


ARTICLE XIX — LEAGUE COMPENSATION AWARDING

Section 1 – Payouts: The Wisconsin Fantasy Football League will payout of the cumulative financial gains of that year to the top three teams at the season's end.

 

Section 2 – Payout Structure: First place will be sixty percent of the cumulative financial gains while second place will receive thirty percent,  and the remaining ten percent will go to third place.

 

Section 3 – Undefeated Season: If a franchise can win all sixteen games in one season, they will be rewarded all of the cumulative financial gains after second place is reimbursed the exact amount spent in annual dues, transaction fees, and fines. Any payout for second place will be before awarding first place the remaining Kitty. Under this section, third place will not be award compensation.
