BYLAWS OF THE WISCONSIN FANTASY FOOTBALL LEAGUE

 

ARTICLE I — MISSION & VISION

Section 1 — Name: The name of the organization shall be The Wisconsin Fantasy Football League. It shall carry the nickname of WFFL or FFL & incorporated under the laws in which the league Commissioner creates.

 

Section 2 — Purpose: WFFL is organized exclusively for charitable, scientific, recreational & educational purposes. The purpose is to support informational activities that increase the enjoyment of watching the National Football League and prevent community deterioration.

  

ARTICLE II — OWNERSHIP

Section 1 — Eligibility for ownership: Applicates for league ownership is determined by the current Commissioner to individuals deemed willing to support the purpose statement in Article I. ownership is the equivalent to membership.


Section 1.1 — Eligibility for ownership: ownership will be awarded after completion of majority vote by the current owners of the WFFL.


Section 2 — Annual Dues: The league entry fee will increase by USD 10 per year for five (5) years starting in 2020. 

2021: $120 

2022: $130 

2023: $140 

2024: $150 

2025 - 2028: $150 

2029: $200 


Section 3 — Rights of Owners: Each Franchise shall be eligible to appoint one voting representative to handle matters and assist in resolving all association matters. Representatives can only be majority Owners within WFFL.


Section 4 — Resignation and termination: Resignation shall not relieve an Owner of unpaid dues, incurred debt, or other charges previously, presently, or accrued in the future. An Owner can have their membership terminated by the Commissioner at any time.


Section 4.1 - Resignation and termination - Traded Draft Selections/Players: Any trade(s) made before an Owner that has resigned or been terminated can be voided by the League's Commissioner. to maintain the integrity of a Franchise for potential new Owners. All draft selections and/or players would be restored to their original team if new ownership is needed. 


Section 4.2 - Resignation and termination: Any Owner who wishes to resign within a new WFFL season can do so if the following. 

(A) All unpaid dues, incurred debt, or other charges previously, presently, or possibly accrued in the future are paid. 

(B) The vacated franchise ownership can be filled by a willing party, agreed upon by the remaining league Owners through a majority vote. 


Section 4.2.1 - Draft Selection: Upon the resignation or termination of an Owner, all draft selections traded away during a range of three (3) seasons from the following league season will be restored. 

 

Section 5 — Non-voting Ownership: The board shall have the authority to establish and define non-voting categories of membership. A person or organization cannot automatically become a member. WFFL Bylaws state that a person may not become a member without the person's express or implied consent.

 

Section 6 – Minority Ownership: Franchises are allowed to consist of more than one Owner, only in the case of minority ownership. One-Owner must remain the majority Owner for voting purposes to align with section 3. Minority Owners or the majority Owner are required to pay an additional USD 50 per minority Owner. A Minority ownership tax is added to the annual dues outlined in Section 2.

   

ARTICLE III — MEETINGS OF OWNERS

Section 1 — Annual meetings: Annual meetings of the Owners shall occur in January and August, the specific date, time, and location designated by the Commissioner. At the annual winter meeting in January, the Owners shall elect officers, receive reports on the association activities, and determine the direction of the association for the coming year. At the annual fall meeting in August, the members shall elect players for the upcoming season, compete in the Go Hard Cup and FFLympics.

 

Section 2 — Special meetings: Special meetings called by the Commissioner or a vast majority of the board of Owners in which eighty percent must agree to meet. Specials meetings called by the vast majority must meet in the presence of the Commissioner.

 

Section 3 — Notice of meetings: Electronic notice of each meeting shall be given to each voting member; by website posting, text, tweet, Snapchat, or e-mail, not less than two weeks before the meeting. 

 

Section 4 — Quorum: The members present at any properly announced meeting shall constitute a quorum. A quorum cannot convene without the presence of the Commissioner.

 

Section 5 — Voting: All issues to be voted on shall be by an affirmative vote of not less than three-fourths of those present at the meeting in which the vote takes place.

 

ARTICLE IV — COMMISSIONER

Section 1 – Employment of Commissioner: The Wisconsin Fantasy Football League will designate one (1) person of unquestioned integrity to serve as Commissioner of WFFL. The term of Commissioner is for life and granted to the Owner of the Hayward Burly Lumberjacks.


Section 2 – Jurisdiction to Resolve Disputes: The Commissioner shall have full, complete, and final jurisdiction and authority to arbitrate. Any dispute involving two or more holders of ownership in the League or any combination thereof that in the opinion of the Commissioner constitutes conduct detrimental to the best interests of the Wisconsin Fantasy Football League.

 

Section 3 – Authority: The Commissioner shall preside at all meetings of Owners, Owner’s union, and the executive Committee; be the principal executive officer and shall have general supervision of its business affairs and approve all proper changes or actions.

 

Section 4 – Policy and Procedure: The Commissioner shall interpret and from time to time establish policy and procedure in respect to the provisions of the Bylaws and any enforcement thereof.

 

Section 5 – Detrimental Conduct: The Commissioner is authorized, to take or adopt appropriate action or such other steps or procedures as he deems necessary and proper in the best interests of WFFL, whenever any party connected with WFFL is guilty of any conduct detrimental either to WFFL or its Owners.

 

Section 6 – Reports: The Commissioner shall render an annual report to the league Owners at each Annual Meeting.

 

Section 7 – Disciplinary Powers of Commissioner: Whenever the Commissioner, after notice and hearing, decides that an Owner or party connected to a franchise has violated the Bylaws of WFFL or has been or is guilty of conduct detrimental to the welfare of WFFL, then the Commissioner shall have complete authority to:

 

Section 7.1 – Suspension or Fines: Temporary removal or monetary discipline of an Owner that has committed actions detrimental to WFFL.

 

Section 7.2 – Alteration to Suspensions or Fines: Whenever the Commissioner determines that any punishment that the Commissioner has the power to impose pursuant through the By-Laws is not sufficient, considering the nature and gravity of the offense involved, the Commissioner shall have authority to change, reduce, modify, remit any suspension, fine, payout or other discipline imposed under the settings and rules.

 

Section 7.2.1 – Cancellation or Forfeiture: The Commissioner can impose cancellation or forfeiture of a franchise in WFFL of any Owner involved or implicated. If such occurs, the affected franchise shall be sold and disposed of at the discretion of the Commissioner.

 

Section 7.2.2 – Recommendations: The Commissioner can make any other disciplinary recommendation he deems appropriate.

 

Section 7.3 – Termination: The Commissioner can cancel any agreement of such person with WFFL or with any member thereof; violations affecting the competitive aspects of the League, award selections choices and/or deprive the offending club of a selection choice or choices and/or cancel any ownership of such person.

 

Section 7.3.1 – Notice and Hearings: Whenever the Commissioner determines that Owner has violated the Bylaws of WFFL he can, bar such person from the League for life, cancel or terminate any transactions made by such person, withhold winnings to be carried over to the following year, assign new lease agreements to the offending franchise, and impose additional punishment or discipline.


Section 8 - Executive Order: At any time, for the betterment of WFFL, the Commissioner can initiate changes to the League through executive orders. All orders given under this jurisdiction do not require a majority vote and shall be final. 


 ARTICLE V — AMENDMENTS

Section 1 — Bylaw Amendments: Amendments must be submitted in writing to the Office of the Commissioner before a majority vote. Amendment adoption or failure to the WFFL bylaws shall be decided by an affirmative vote of no less than three-fourths of the members of the League. 

 

Section 1.2 — Bylaw Amendments: The Bylaws cannot be repealed in whole or part by any governing body of WFFL except the Commissioner. 

 

Section 2 – Amendment Implementation: Any proposed primary or secondary amendments to League rules by the affirmative vote of no less than three-fourths, during the League’s Winter Meeting, will require one (1) full season before implementation. If any amendment or alteration of the Bylaws is adopted at the Annual Winter Meeting of the League under circumstances wherein such proposal required an affirmative vote of not less than three-fourths, the proposed alteration or amendment cannot be changed at any recessed session of such Annual Winter Meeting except by a unanimous vote of all of the members of the League. 

 

Section 2.1 - Amendment Affirmation: Any amendment voted in by a majority vote of three-fourths will be confirmed before the League's Draft of the same year. A vote of confidence requires a vote of three-fourths. 

 

Section 3 — Amendment Implementation: Only amendments to the WFFL bylaws shall be accepted and used to alter the governing document of the Wisconsin Fantasy Football League.

 

Section 4 - Amendment Veto: Any amendment deemed detrimental to WFFL can be vetoed by the Commissioner before or post the majority vote. Governing power is delegated to the Commissioner. Only the Commissioner can issue amendments to the bylaws without a simple majority vote.

 

Section 4.1 – Amendment Resubmission: Any amendment that does not garner the required votes of a three-fourths majority can be submitted for two (2) years after the original proposal was submitted.  

 

ARTICLE VI – CONFERENCE ALIGNMENT

Section 1 — Conference: The terms division and conference are interchangeable when referencing alignment. The WFFL shall be divided into three (3) conferences; Black, Blue & Red. 

 

Section 1.1 — Black Conference will consist of the following franchises:

Hayward Burly LumberJacks

Hazelhurst Herd

Shawano Sea Bass

Slab City Sharks

 

Section 1.2 — Blue Conference will consist of the following franchises:

Chippewa Suds

Dykesville Dalmatians

Mequon Cows

Sugar Bush War Hawks

 

Section 1.3 — Red Conference will consist of the following franchises:

Delavan Dingoes

Escanaba Moonlighters 

Hartford Hippos 

River Falls Mud Ducks 

  

Section 2 – Realignment Provisions: Whenever the Wisconsin Fantasy Football League proposes to realign franchises into conferences different from the current setting, the following factors shall be considered in order not to unfairly prejudice the rights of any Owner: Geographical, natural rivalries, relative team strength and baseball stadium conflicts involving franchises playing homes games in baseball stadiums.

 

ARTICLE VII – SCHEDULE

Section 1 – Scheduling: The Commissioner shall draft a schedule using the established non-conference cheat sheet and post the years’ schedule no later than one week before the start of the season. A season will consist of fourteen regular-season games and three weeks of post-season games.

 

Section 2 – Conference Match-ups: Each Team will play their conference opponents twice in a year (6 games)

 

Section 3 – Non-Conference Games: Each team will play eight (8) opponents from the other conference once during the season; games will occur in weeks four through ten.

  

ARTICLE VIII – PLAYOFFS

Section 1 – Priority: The three (3) conference champions and two (2) wild card clubs will participate in the post-season. 


Section 2 – Qualifying Franchises: The five (5) post-season participants are based on the following eligibility:

(1)  Conference champion of Blue Conference

(2) Conference champion of Red Conference

(3)  Conference champion of Black Conference

(4)  Wildcard team with most Total Points during the regular season*

(5)  Wildcard Team with best remaining win-loss-tie^

 

Section 2.1. (a) - *Wildcard clarification:  The team with the most Total Points of the remaining nine (9) teams that do not win their conference will earn the fourth-seed in the playoff bracket.  

 

Section 2.1. (a)(i) - ^Wildcard clarification:  The team with the best win-loss-tie record of the remaining eight teams (8) teams that do not win their conference will earn the fifth-seed in the playoff bracket

 

Section 2.2 - Wildcard tiebreakers: If two or more teams finish the regular season tied in total points. Tie-breaker is as follows; 

Two Way Tie: Head to Head, Points, Conference Win %, Non-Conference Win %

3 or More-way Tie: Points, Conference Win %, Non-Conference Win % (even if H2H works Points will determine the tie breaker.)


Section 3 – Conference Ties: If, at the end of the season, two or more clubs in the same conference finish with the best won-lost-tied percentage, the following will be used to break any ties:

Two Way Tie: Head to Head, Points, Conference Win %, Non-Conference Win %

3 or More-way Tie: Points, Conference Win %, Non-Conference Win % (even if H2H works Points will determine the tie breaker.)


Section 4 – First Round: In the first round (WK15), Teams seeded 4th and 5th will compete in the play-in round of the playoffs. The conference champions will earn a bye-week. 


Section 4.1 – First Round Tie: If following week 15 the two teams competing in the consolation match are deadlock in a tie, total points will decide the winner.


Section 5 – Final Four: In the second round (WK16), the remaining teams (3 conference champions & one wildcard, winner of WK15) will be reseeded based on record then total points. The one-seed will play the four-seed, and the two-seed will play the three-seed. 


Section 5.1 – Final Four Tie: If following week 16 the two teams competing in the consolation match are deadlock in a tie, total points will decide the winner.


Section 6 – Championship: The winners of each game from the second round (WK16) will compete in the League's Championship. The first-round match-up losers will compete in the consolation game.

 

Section 6.1 – Championship Game Tie: If following week 17 the two teams competing for the WFFL title are deadlock in a tie, the match-up will continue into Week 18 with the total points of both weeks combined as the determining factor. If after week 17 and week 18 the Championship game remains tied, Total points will decide the winner. 


ARTICLE IX — OFF-SEASON

Section 1 — League Off-season: The Wisconsin Fantasy Football Leagues off-season will start on the Monday following the completion of week 16 and run through July 31st of the same calendar year.


ARTICLE X - DRAFT

Section 1 — Time of Draft & Rounds: There shall be an Annual Selection Meeting each League year of the Wisconsin Fantasy Football League. The Draft shall consist of fourteen rounds and one supplemental round. Each round will consist of the same number of selection choices as there are franchises in WFFL. Each Draft shall be held no earlier than August 20 and no later than five (5) days before the start of the NFL season.

 

Section 2 – Format: The format of the WFFL Draft will be standard draft format. Draft selections one through twelve remain the same during each round. The format of the Draft requires a unanimous vote by all twelve (12) majority Owners to alter the draft format.

 

Section 3 – Draft Lottery: For competitive balance, a three-tier lottery system will dictate the order of the first nine (9) selections in each round. The final three (3) selections in each round are based on the results of the playoff tournament with the champion selecting twelve, or last. The Draft lottery will occur at the Winter Meeting and no later than one hour before the start of the Draft.

 

Section 3.1 – Draft Lottery Tier One: The first tier will consist of the four (4) franchises that finished with the worst standing. The team with the worse record will accumulate forty percent of the possible ping-pong balls. The second-worse team will accumulate thirty percent. The third worse will accumulate twenty percent. The final team in the tier earning ten percent.


Section 3.2 – Draft Lottery Tier Two: The second tier will consist of the five (5) franchises that finished 5th through 9th in the standings. All five (5) teams in Tier Two will accumulate twenty percent of the possible ping-pong balls. 

 

Section 3.3 – Draft Lottery Championship: The third tier the consolation match winner will draft 10th, the League's second-place finisher will draft 11th. The League Champion will draft 12th or last.  


Section 3.4 - Draft Lottery Tie Breaker: If, at the end of the season, two or more clubs finish with the record, the following will be used to break any ties:

Two Way Tie: Head to Head, Points, Conference Win %, Non-Conference Win %

3 or More-way Tie: Points, Conference Win %, Non-Conference Win % (even if H2H works Points will determine the tie breaker.)

 

ARTICLE XI — FRANCHISE PLAYER RIGHTS

Section 1 – Keepers: Each Franchise shall be permitted to designate three (3) of their players who would otherwise be an Unrestricted Free Agent as a Keeper each season before the annual Draft. Each franchise is permitted three (3) keepers per year under the following term limits;

 

Section 1.1 - Franchise Keepers: Designate one (1) player that can be kept indefinitely. If the Franchise Tag is removed, that player can no longer be kept and returns to the draft pool. Once a player is designated as a Franchise player they cannot be designated under the Transition Tag or Draft Value.

 

Section 1.2 - Transition Keeper: Designate one (1) player that can be kept three (3) seasons with no draft capital forfeiture. Following three (3) seasons; the Transition Tagged player must be designated under the Franchise Tag, returned to the draft pool, or lock as a Transition Player under the following;

(1.2.ii) - A Transition Tag can be designated as a Franchise Tag within the original three-year clock.

(1.2.ii)- A Transition Tag cannot be designated as a Draft Value Tag within the original three-year clock. 

 

Section 1.3 - Draft Value Keeper: One player shall be kept under forfeiture of draft pick based on the previous year's draft slot.

(1.3.ii) - A player may be kept for continuous years under the Draft Value Designation

(1.3.iii) - The original draft slotting will increase five (5) rounds each year until the value equals a first-round selection.

(1.3.iv) - Once a Draft Value player reaches 1st round value, the organization must designate that player under the Franchise or Transition Tag or be returned to the draft pool.

(1.3.a.iv) - An organization can keep their first-round selection from the previous Draft under Draft Value for one (1) season before re-designation. 

(1.3.v) - A Draft Value player can be designated as a Franchise or Transition Keeper

(1.3.vi) - Any player acquired from waivers that have no draft value will hold a 10th round value. 

 

Section 2 - Reserve Keeper: The reserve Keeper is in place to protect clubs against season-ending injuries, holdouts, suspensions equal to or greater than (3) games, or violations of the League's Code of Conduct during training camp, the preseason, and/or before the Draft. Reserves can be activated and used in place of a selected keeper if; a designated keeper is placed on season-ending injured reserve, holds out, suspended for 3-games or more, or violates the League's Code of Conduct before the WFFL Live Draft.

 

Section 2.1 - Reserve Keepers Petition: An Owner can petition the League to activate a reserve Keeper over a designated Keeper on merits not outlined in Section 2 of Article XI through the to a quorum of all eleven (11) remaining Owners. Reasons must maintain the integrity of the Wisconsin Fantasy Football League and can only pass with a majority vote of seven (7) Owners in favor. 

 

Section 3 - Trading Tagged Players: Players who carry a designation may be traded during the season only and must be under the following; 

 

Section 3.1 - Draft Value: A player acquired through trade with a Draft Value (DV) designation will retain their current DV and uphold the Draft Value Keeper rules outlined in Section 1.3.

 

Section 3.2 - Transition Tag: A player acquired through trade that carries a Transition Tag will carry over the current remaining years left on the designation. No extensions of the remaining service shall be made. The player will retain the transition designation until the designation is escalated to a Franchise Tag or the player returns to the draft pool. 

 

Section 3.3 - Franchise Tag: A player acquired through trade that carries a Franchise Tag will carry this designation throughout the season. A designation cannot be reassigned and the player acquired through trade or the team's current franchise designated player will have to be released following the completion of the season. 

 

Section 3.4: Exemption: During the season a team may acquire and carry more than 1 of the following designations on their roster; Franchise, Transition, or Draft Value. It will be allowed because the player(s) were acquired in good faith & maintain the integrity of the League. Following the completion of the season, each team will return to the three-keeper designation format outlined in Article VIII.

 

Section 4 - Keeper Calendar: 

(4.i) - Each Franchise will submit three (3) keepers with designation to the Commissioner no later than the Saturday Morning before the Annual Draft.

(4.iii) - The keepers will lock one (1) hour before the Draft allowing for teams to react to potential issues listed in Section 2 of this article. 

 

ARTICLE XII — TRADE SYSTEM

Section 1 - Trade Fees:  

- 1st Round Capital: $15

- 2nd Round Capital: $12

- 3rd Round Capital: $9

- 4th through 6th Round Capital: $6 

- 7th through 14th Round Capital: $3 

 

- Player Value: $3 per player 

- Trading Draft Rights during the Draft: $6 per team 

 

Section 2 - Trade Rules & Deadline

(2.i) - There is no limit to the number of trades or trades fees a team can make during the season. 

(2.ii) - The WFFL trade deadline is following the completion of week 11 and prior to the start of week 12. The day will fall on that Wednesday or Friday prior to week 12 pending the start of the NFL season. 

(2.iii) - Trade review period is set to One Day. Seven votes are needed to veto a trade. Trades for Monday night games need to be entered before the start of the games Sunday Morning.

 

Section 2.1 - Trade Rules - Draft Rights 

At no time can a Franchise possess more than the following;

- Three (3) 1st round draft selections

- Three (3) 2nd/3rd/4th round draft selections

- Four (4) 5th-14th round draft selections

 

Section 2.2 - Gremlin Tax 

Any team that deals will RFMD, will pay their agreed-upon portion of the trade set by Section 1. The Gremlin Tax is an additional 25% rounded up to the nearest whole dollar.

 

Section 2.2.i - River Falls cannot pay the accrued tax on behalf of the trade partner(s) 

 

ARTICLE XIII — SETTINGS

Section 1 — Settings: WFFL settings currently established cannot be altered without the approval of an affirmative vote of not less than three-fourths of the league members. League settings are public knowledge & on ESPN.com. All decisions made that are not outlined in the league Bylaws but fall within the scope of league settings can be made by the Commissioner under Article IV. League settings will be reviewed annually at the winter meeting. Any changes to the league settings can only occur during the League's off-season, as noted in Article IX.

   

ARTICLE XVI — FINES & PAYOUTS

Section 1 — Payouts: WFFL weekly and yearly payouts currently established cannot be altered without an affirmative vote of no less than three-fourths with the exception, the Commissioner reserves the right to change, add or withhold payouts. The league payout structure is reviewed annually at the winter meeting. Any changes can only occur during the League's off-season, as noted in Article IX.

 

Section 2 — Fines: WFFL fines currently established cannot be altered without the approval without an affirmative vote of not less than three-fourths with the exception, the Commissioner reserves the right to change, add or withdraw fines. The league payout structure is reviewed annually at the winter meeting. Any changes can only occur during the League's off-season, as noted in Article IX. Behavioral Fines are at the discretion of the Commissioner. The creation of behavioral fines reflects the environment in which League events occur. 

 

ARTICLE XVII — LEAGUE LOGO, TROPHY & CREED

Section 1 — League Logo: The WFFL logo represents the conferences that comprise WFFL. The logo is only used for WFFL matters. Misuse or misrepresentation of the league logo can result in fines or membership termination. It is the responsibility of league Owners to pretend that the logo is of value.

 

Section 2 — League Trophy: The WFFL Trophy or Gremlin and monetary compensation will be awarded yearly to the league champion. Reigning champions will be awarded the Trophy during the winter meeting and retain guardianship throughout the sequential season. Any damage to the Trophy that results in needed repairs will be the obligation of the current trophy holder.

 

Section 3 —Trophy Alterations: Reigning WFFL Champions in possession of the league trophy can only add to the base of the Trophy and peak of the Trophy. Alterations must be of improvement in size and quality and correlate correctly with the theme of the League, & present Trophy. No changes or alterations can be made to the plaque that resides within the trophy. Changes made to the plaque will result in a fine of USD 50.

 

Section 4 —Trophy Engraving: It is the responsibility of the previous Champion to engrave the new Champions team name on the engraving plate which resides on the front of the trophy’s base before the winter meeting. If this is incomplete, the previous owner can provide the current Owner with USD 20 to complete the engraving.

 

Section 4.1 — Failure to Engrave Trophy: Failure to engrave the Trophy for the current Champion before the Winter Meeting results in a fine not exceeding USD 25. If the previous Champion fails to provide the required funds to complete the engraving process by the start of the season (week 1) Transactions will be voided until the expenses are resolved.

 

Section 5 — League Creed: "In the words of a young Jewish boy, tradition is like a fiddler on the roof! So grab your beers, tuck your balls and salute the WFFL. Cheers!"

   

ARTICLE XVIII — RELOCATION & NAMING

Section 1 — Franchise Relocation: Franchises can relocate following the expiration of lease agreements, completion of the relocation request form, and the approval shall be by an affirmative vote of not less than three-fourths.

 

Section 2 — Relocation Requirement: A qualifying population is more than eight thousand residents within the boundaries of the municipal corporation. Tertiary territories do not qualify for the overall population.

 

Section 2.1 — Relocation Requirement: Any relocation site selected that does not meet the population requirements must be within thirty-five miles of a qualifying town, city, or metropolitan area.

 

Section 3 — Lease Agreements: All lease agreements are valid through the dates provided in the relocation request form. Lease agreements can be void with a buy-out of USD 25 and the approval by a simple majority of at least six Owners. Upon relocation, the relocating franchisee must pay for a new Champions Winner Plate on the league trophy.

Section 3.1 — Lease Agreements Renewal: Upon expiration of Lease Agreements a Franchise can extend the current lease with their municipality through verbal declaration during the League's Winter Meeting and a majority vote of seventy percent of Owner’s present agree on terms of the team. Terms of the deal include; length. Any current Lease Agreement can be extended only during the final season of the agreement before the expiration of the terms. If an agreement is extended during the season, a post on the league site must include the terms of the deal and will be finalized by an affirmative vote of not less than three-fourths.

 

Section 3.2 — Lease Agreements Expiration: A Franchise has the right to allow for a lease agreement to expire following the completion of the original terms. In the case of an agreement expiring, a Franchise can relocate at no cost and comply with all sections of Article XVI.

 

Section 4 —Eligible Locations: Locations eligible for relocation must be within the boundaries that dictate the state of Wisconsin. Locations will represent the name of the franchise.

 

Section 4.1-a — Eligible Locations Exception: The franchise located in Escanaba, MI has been grandfathered in and can reside outside of the boundaries that dictate the state of Wisconsin. No other franchise shall locate outside of the state of Wisconsin.

 

Section 5 — Nicknames: To change or create a new nickname for a franchise; a presentation by the Owner must be given to the board during the winter meeting. Presentations may be by PowerPoint, PowToon, Prezi, Keynote, or another approved method. Approval of new nicknames shall be by an affirmative vote of not less than three-fourths.

 

Section 6 — Penalties: Any relocation, nickname, or name change to a current franchise without approval is a violation of Article III and will result in a fine of no less than USD 40 and cannot exceed USD 125.

   

ARTICLE XIX — LEAGUE COMPENSATION AWARDING

Section 1 – Payouts: The Wisconsin Fantasy Football League will payout of the cumulative financial gains of that year to the top three teams at the season's end.

 

Section 2 – Payout Structure: First place will be sixty percent of the cumulative financial gains while second place will receive thirty percent,  and the remaining ten percent will go to third place.

 

Section 3 – Undefeated Season: If a franchise can win all sixteen games in one season, they will be rewarded all of the cumulative financial gains after second place is reimbursed the exact amount spent in annual dues, transaction fees, and fines. Any payout for second place will be before awarding first place the remaining Kitty. Under this section, third place will not be award compensation.

 

ARTICLE XX - HALL of FAME  

Section 1 — Authorization: Authorization by Board of Directors of the Wisconsin Fantasy Football League, the League will hold an election every two years to elect members to the Wisconsin Fantasy Football Hall of Fame from the ranks of active or retired Owners and contributors.

 

Section 2 - Electors: Only active members of WFFL, who have been active Owners for at least fifteen (15) complete seasons, shall be eligible to vote. 


Section 3 - Eligible Candidates: Candidates to be eligible must meet the following requirements:

(1) A Retired NFL player who played for a Franchise for a minimum of four (4) full consecutive seasons or six (6) non-consecutive full seasons.  

(2) A Franchise can nominate a player that does not meet the requirement above but contributed in such a way that their impact on a Franchise was monumental. 

(3) A candidate must have been active as an Owner or contributor in WFFL at some time during a period beginning fifteen (15) years before the election.

(4) Owner must have operated a franchise for ten (10) title seasons, some part of which must have been within the period described above.

(5) In case of the death of an active Owner or an Owner who has been retired for less than five (5) full years, an otherwise eligible candidate shall be eligible in the next regular election held at least six (6) months after the date of death or after the end of the five (5) year period, whichever occurs first. Any player on the WFFL ineligible list shall not be an eligible candidate.

(6) Any WFFL related event that created a moment not to be forgotten and can be memorialized is eligible for induction 

(7) Any former NFL player, Owner, contributor, or WFFL event is eligible for six (6) years on ballet. If the 60% induction threshold is not surpassed the former NFL player, Owner, contributor or WFFL event will be removed from the ballet. 

 

Section 4 - Ineligible List: You know who you are. The Wisconsin Fantasy Football League reserves the right for the Commissioner to add anyone who threatens the purpose of this League.

 

Section 5 – Exceptions: The Wisconsin Fantasy Football League reserves the right for the Commissioner to veto any Hall of Fame selection post balloting.

 

Section 6 - Owner Eligibility

(1) FFL HoF Voters - League Commissioner, Hayward Burly LumberJacks, Mequon Cows, Escanaba Moonlighters, Delavan Dingoes, Dykesville Dalmatians, Shawano Sea Bass & River Falls Mud Ducks.

- Hartford Hippos 

- Chippewa Suds 

 

Following 2028

- Slab City Sharks 

 

Following 2034

- TBD

 

ARTICLE XXI — EXPANSION

Section 1 – Franchise Expansion: In the event of League expansion there must be an equal expansion to maintain equal numbers in each conference. WFFL will at no time entertain the idea of expanding beyond twelve (12) teams. An affirmative vote of not less than three-fourths of Owners must be in agreement for expansion to pass unless the decision to expanding serves the best interest of the League as determined by the Commissioner. 

 

Section 2 – Expansion Draft: In the event of League expansion, a best of five (5) coin flip will determine which team will earn the first selection. The three (3) round expansion draft will be in snake format with a 1,2,2,1,1,2 format. Each current franchise of WFFL will for one season, the expansion season, be able to keep three (3) keepers.

  

ARTICLE XXII — LEAGUE GAMBLING

Section 1 — Gambling Rules: Teams are allowed to wager any Transaction Fee or League Fine that has accrued throughout the season. Wages start at a minimum of USD 2 and cannot exceed USD 10. Owners are not allowed to wager any of the required annual dues issued in Article II. 

 

ARTICLE XXIII — PLAYER INSURANCE

 Section 1 — Insurance Policy: Before the start of the season a player can be insured at the cost of USD 5 or USD 10. If the insured player is hurt and placed on season-ending Injured Reserve before week 15, they will receive an insurance claim of four to one.
